The opening ceremony of the tournament included Mr. Huynh Ngoc Tam - Deputy Director of Department of Culture, Sports and Tourism, Nguyen Thanh Sieng - Deputy Secretary of District Party Committee, Duong Hong Son - Vice Chairman of District People's Committee, leaders of the departments, committees and unions of Tuy Phong district and Ms. Nguyen Thi My Ngoc - Chief of Office of Vinh Tan Thermal Power Company represent the companion unit to sponsor this tournament.

The second Tuy Phong District Spring Bicycle Tournament in 2019 has participation of 62 riders competing for the main men the men Movement and the Women Movement, racers who competed in equally timing and individual ranking for each content such as: 40km main men, 20 km men movement and 10 km women movement. After the opening ceremony, racers run parades around Phan Ri Entrance Town, then start each content at the Hoa Phu - Hoa Thang Street.
