I. Situation of production, business, investment and construction in the first 9 months of 2021
1. Production and business operations
EVNGenco3's power output in September 2021 is 2.067 billion kWh, reaching 77.73% of the plan. The accumulated output in the first 9 months of 2021 is 22.562 billion kWh, reaching 68.98% of the year plan.
In the first 9 months of 2021, the load demand of the power system decreased due to the effects of the COVID-19 pandemic. EVNGenco3's thermal power plants operate at low capacity; often operate under the start-up and shutdown modes during the day with long standby time. In addition, from March to August 2021, Buon Kuop Hydropower Company’s power output failed to meet the plan due to low water flow level to reservoirs of the plant, much lower than the water flow to reservoirs in 2020 and the average level for many years, and downstream water supply must be increased.
From the beginning of the year until now, the Corporation’s power plants have satisfied successfully the mobilization of the National Load Dispatch Centre, ensuring the safe power supply under the complicated development of the pandemic while many provinces and cities have implemented the social distancing measures due to many community infection cases. Based on the local situation, to guarantee the safe and continuous power production, more than 800 staff and employees of EVNGenco3's members and affiliates have carried out the concentration camps to work, rest and live at the site after working hours in the plant; it is expected to adjust gradually according to the actual situation.
On 29th September 2021, EVNGenco3 held an online Technical Management Conference 2021. Under the context of facing many difficulties and challenges due to impacts of the pandemic, load changes of the power system, most of economic and technical criteria implemented by the Corporation have met and exceeded the plan, contributing to a large quantity of power output to the National Grid and maintaining the energy security.
Regarding maintenance and repairs, the Corporation has completed the medium and minor repairs of plant units including GT22, GT21, Furnace 21, Furnace 22, ST23 of Phu My 2.1 Thermal Power Plant and plant unit S2 of Vinh Tan 2 Thermal Power Plant that has achieved the quality requirements and exceeded the schedule as planned.
In terms of the electricity market, EVNGenco3 continues to prepare price offer plans consistent with the current situation of the electricity market, ensuring production and business results. At the same time, the Corporation also guides power plants directly under EVNGenco3 participating in the electricity market to comply with current regulations.
2. Investment and construction operations
Although the pandemic is lingering, the Corporation continues to implement and prepare investment procedures, cooperation researches and evaluate the efficiency of new power source projects. As for the Long Son Power Center Project, the Corporation has cooperated with partners in the Group to implement the next steps to carry out the investment preparation.
3. Environmental works
The environmental protection at power plants continues to be guaranteed and controlled well, results of periodic monitoring of exhaust gas, wastewater, cooling water and surrounding environment are all within the allowable limits of current standards. All parameters obtained from the online environmental monitoring system at Thermal Power Plants including Mong Duong 1, Vinh Tan 2, Ninh Binh are transmitted directly to the local Department of Natural Resources and Environment and other electronic boards right at the front gate of the plant in order to guarantee continuous, transparent and stable communication.
For the consumption of ash and slag, the entire quantity of ash and slag generated from Mong Duong 1 and Ninh Binh Thermal Power Plants is consumed completely. At Vinh Tan 2 Thermal Power Plant, the consumed quantity of ash and slag is decreased because plants using fly ash for manufacturing construction materials had to suspend operations or under the short-time working condition due to the pandemic; some ash and slag vessels cannot access to the port due to bad weather from July 2021 until now. The accumulated quantity of ash and slag consumed at Vinh Tan 2 Thermal Power Plant in 2021 reached 54.3% of the generated quantity.
4. Prevention and control of COVID-19
The Corporation continues to actively implement urgent solutions to prevent and control the pandemic, comply with regulations on pandemic prevention and control, and guarantee the life and activities of staff and employees participating in the work-camps.
Regarding social security, EVNGenco3 actively organizes and implements many activities to cooperate with the local government to prevent the pandemic such as financial support to the Vaccine Fund, Pandemic Control Fund; supporting the Steering Committees, assault teams, front-line doctors and nurses, field hospitals and medical facilities against the pandemic; assisting and giving gifts, necessities and other medical supplies to disadvantaged households affected by the pandemic in the localities where the plant units are located.
Responding to the program mobilized and sponsored by the Party's Committee directly under the Ministry of Industry and Trade of Ho Chi Minh City, the Corporation has organized, installed and handed over the high-flow, compressed air and vacuum oxygen supply system with 378 sick-beds for the Ho Chi Minh City Hospital for Tropical Diseases, the system with 504 sick-beds for the COVID-19 Resuscitation Hospital, and the system with 120 sick-beds for Hung Vuong Hospital; coordinating with the Standing Committee of the Youth Union of Thu Duc City and the Youth Union of the Ministry of Industry and Trade of Ho Chi Minh City to implement the Free Oxygen Cylinder Exchange and Supply Program - Oxygen ATM in Thu Duc City from 19th August 2021. Furthermore, the Corporation also supports the Program on Cooperation and Implementation of Mobile Application named “Finding relatives" and "List of people have died from the COVID-19 pandemic" - the application is developed by the Party's Committee directly under the Ministry of Industry and Trade of Ho Chi Minh City, High Command of Ho Chi Minh City, Ho Chi Minh City Hospital for Tropical Diseases, Quang Trung Software City Development Company Limited, and Ho Chi Minh City Computer Association.
The total cost for implementing COVID-19 prevention and control activities in the first 9 months of 2021 by EVNGenco3 is about VND 31.1 billion.
II. Targets, tasks and plans in October 2021
EVNGenco3 strives to achieve the planned power output in October 2021 of 2,882 billion kWh and guarantees the highest availability of plant units. On this basis, Phu My Power Plants guarantee to meet the power system’s mobilization demands and gas supply capacity; coal-fired thermal power plants are willing to generate power according to the demands of the power system; hydropower plants operate at the highest capacity according to the water flows and ensure the safety in the rainy season.
The Corporation continues to carry out construction and investment projects as planned and actively carries out digital transformation activities according to the 2021 theme. In addition, the Corporation also strictly performs environmental protection projects and promotes the consumption of ash and slag at coal-fired power plants. Solutions are implemented comprehensively so that EVNGenco3 could achieve the dual-target in 2021, successfully completing production and business tasks and ensuring safety in the prevention and control of the COVID-19 pandemic.
