At the conference, a representative of the Electric Power Trading Company presented and clarified requirements specified in guiding documents of the Ministry of Industry and Trade and the Electricity Regulatory Authority on preparing dossiers for PPA and price negotiation. During the discussion, representatives of some project owners wish to have obstacles promptly removed, especially those related to mechanisms and policies, specific instructions of competent authorities so that the negotiation of the power purchase agreement can be conducted soon.

Speaking at the conference, Mr. Pham Nguyen Hung - Deputy Director of the Electricity and Renewable Energy Agency, and the representative of the Electricity Regulatory Authority of Vietnam explained, answered questions as well as some proposals of project owners; at the same time, he requested project owners as well as EVN to follow strictly the current legal documents and regulations during the negotiation process.

In the progressive spirit, all the project owners’ opinions were well noted by Vietnam Electricity and related entities at the conference. At the same time, EVN proposed that the Ministry of Industry and Trade promptly issue a document guiding the negotiation method as prescribed in Article 26 of Decree No. 137/2013/ND-CP dated October 21, 2013 of the Government, serving as a basis for EVN and transitional project owners to move forward with negotiation. As for the grid connection agreement, if the old agreement has expired, the project owner should soon work with the grid operator to review and update the latest calculation data and the grid operation status.

Overview of the conference to dialogue with transitional renewable energy project owners
According to updated information, after the Electric Power Trading Company of EVN (EPTC) sent a document to transitional project owners requesting dossier submission, as of March 20, 2023, only one project owner submitted dossiers to prepare for PPA and price negotiation according to the instructing and guiding documents of the Ministry of Industry and Trade. EVN’s President and CEO Tran Dinh Nhan said that the EVN is looking forward to the close cooperation of project owners in the process of preparing negotiation dossiers with the hope that transitional projects will be put into operation in the nearest future on the basis of ensuring compliance with the law.

PM sets higher requirements for 500 kV Lao Cai – Vinh Yen transmission line project
The 500 kV Lao Cai – Vinh Yen transmission line is a strategic national infrastructure project approved by the Government, with Vietnam Electricity (EVN) as the investor. The double-circuit transmission line will span 229.5 kilometers, with 468 tower foundations across the four northern provinces of Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc. The total investment for the project is over 7.41 trillion VND (290.41 million USD).

In February and the first 2 months of 2025, Vietnam Electricity and its member units ensured power supply for the country's socio-economic development and people's needs. In particular, EVN units in the Central region proactively responded to and remedied the consequences of storm No. 6 (Tra Mi).

In the first 9 months of 2024, economic growth continued to restore and maintain positive development momentum in all 3 regions (agricultural production; industrial production; trade - services) leading to high demand for electricity, the power supply situation in the peak months of the dry season in 2024 faced many challenges. In addition, the development of natural disasters and floods also greatly affected the power supply ensuring, especially the impact of storm No. 3 (Yagi) and post-storm flooding in 26 provinces/cities in the Northern region. However, with the strong and regular direction of the Government, the Prime Minister, ministries, branches, and localities, together with the solidarity, efforts, and determination of the leadership and all employees, the task implementation in the first 9 months of 2024 of EVN has achieved many remarkable results.
Performance in July 2024, targets and tasks in August 2024
In July 2024, Vietnam Electricity (EVN) continued to ensure a safe and stable power supply, serving socio-economic development, and meeting people's daily needs, in the context of continuously increasing electricity demand and during the month with storms, tropical depressions, heavy rains, and floods occurring in many areas in the Northern mountainous region, affecting power supply as well as some power grid projects. The total electricity output of the system in July 2024 reached 27.7 billion kWh, an increase of 6.9% over the same period in 2023. Of which: the largest daily electricity consumption (July 9) reached 964.3 million kWh and the maximum capacity reached 46,298MW (on the same day of July 9).
