In the first quarter of 2023, Vietnam Electricity has ensured a safe and continuous power supply, serving socio-economic development and meeting the people's daily needs. The power system meets the load requirements and has redundancy.

In March 2023, the power production of the whole system reached 23.22 billion kWh, down 0.7% compared to the same period in 2022. Accumulating the whole first quarter, the power output of the whole system reached 61.83 billion kWh - down 1.6% over the same period. The mobilizing ratio of some power source types to the total power output of the whole system is as follows:

+ Hydropower reached 15.38 billion kWh, accounting for 24.9%.

+ Mobilized coal-fired power reached 28.03 billion kWh, accounting for 45.3%.

+ Gas-fired power reached 7.14 billion kWh, accounting for 11.6%.

+ Renewable energy reached 10.22 billion kWh, accounting for 16.5% (of which solar power reached 6.45 billion kWh, and wind power reached 3.47 billion kWh).

+ Imported electricity reached 953 million kWh, accounting for 1.5%.

Power transmission output in March 2023 reached 17.91 billion kWh. Accumulated in the first quarter of 2023, transmission power output reached 48.27 billion kWh, down 1.4% over the same period in 2022.

In the first quarter of 2023, EVN has also organized the maximum operation of Hoa Binh, Thac Ba, and Tuyen Quang Hydropower Plants to create favorable conditions for irrigation works to operate and collect water while ensuring adequate power supply for pumping stations operating in service of planting 2022 - 2023 Winter-Spring rice for the Midlands and Northern Delta provinces. Including the two phases of water collection (12 days), the total amount of water discharged from hydropower reservoirs is 3.62 billion m3 - saving 1.14 billion m3 of water compared to the plan. The coordination, direction, and administration between agencies (Ministry of Agriculture and Rural Development, General Department of Irrigation, Vietnam Electricity, Institute of Irrigation Planning, Center for Hydrometeorological Forecasting National, and localities) was well done. The organization of the water collection schedule is carried out based on specific calculations, ensuring the demand, meeting practicality highly, and contributing to saving water from hydropower reservoirs serving power supply in the dry season 2023. Compared with recent years, the total discharge volume in 2023 is 0.62 billion m3 lower than that of 2022, 1.52 billion m3 lower than that of 2021, and only 0.94 billion m3 higher than that of 2020, which is the year with heavy rains in Lunar New Year.



In the past March, the Earth Hour 2023 campaign with the theme "Save electricity - Become a habit" was held with direct combined with online activities. This is also the message of the Electricity Saving Program for the 2023 - 2025 period issued by the Prime Minister. With this message, the program desires all people, communities and businesses nationwide to join hands to protect the environment, save energy, save electricity, towards a green future, towards the goal of net zero emissions by 2050 according to Vietnam's commitment to the 26th United Nations Climate Change Conference  (COP 26). Responding to this year's Earth Hour, taking advantage of network connectivity, information technology, and digital transformation, EVN has posted propaganda content on electricity saving and environmental protection in response to the Earth Hour 2023 Campaign on the Group's digital communication channels. In addition, the power corporations and power companies of the provinces and cities also propagate the contents of economical and efficient use of electricity, environmental protection at customer transaction offices, and headquarters of the units; at the same time, mobilizing organizations, agencies, and customers to turn off unnecessary lights and electrical equipment in response to Earth Hour. After 1 hour of the symbolic turning-off lights from 20:30 to 21:30 on March 25, 2023, the whole country saved 298,000 kWh of electricity (equivalent to about VND 555.6 million).

Construction investment: In the first quarter of 2023, EVN urged units to deal with problems and execute construction following the plan of power source and grid projects; especially the expanded Hoa Binh and expanded Ialy hydropower projects, Quang Trach 1 thermal power plant. Regarding the power grid: in the first quarter of 2023, EVN and its units have commenced 12 projects and completed energizing, putting into operation 26 power grid projects from 110kV to 500kV.

Regarding the financial situation, due to the surge in the input fuel price for power production from the beginning of 2022, while the electricity retail price has remained since 2019 until now, EVN's financial situation has faced many difficulties and not ensuring financial balance.

Some working tasks of EVN in the second quarter and April 2023

With the assessment that the annual second quarter is the peak time of the dry season and the most stressful time of the year in terms of ensuring power supply for the whole system, Vietnam Electricity sets a goal to ensure a safe and stabilize operation of the power system and electricity market, meet the electricity demand in the dry season months of the second quarter of 2023.

In April 2023, the average daily power consumption of the whole system is expected to be 745 million kWh/day. System operation objectives: To continue to ensure the production and supply of electricity for production, business activities and people's daily life; especially to ensure electricity for the Hung Kings' anniversary and April 30 - May 1 holiday. For hydropower, thoroughly save multi-purpose hydropower, especially those in the North, to conserve water and ensure long-term power supply until the end of the dry season. For coal-and gas-fired power plants: Highly mobilize coal-and gas-fired power plants to conserve water in hydropower reservoirs. Mobilize imported coal-fired power plants according to system needs, ensuring technical requirements against grid overload and voltage quality.

Regarding construction investment: In April 2023, EVN continued to urge its units to focus on completing documents and procedures, solving problems, speeding up the construction progress of projects, etc.

To minimize electricity accidents among people due to violations of the grid safety corridor, EVN and its member units propose to the Departments of Industry and Trade of the provinces/cities to strengthen the inspection and sanctioning of violations of the grid safety corridor and coordinate with Power units to strengthen propaganda to organizations and people. At the same time, to reduce difficulties in operating the power system in the dry season months of 2023, EVN continues to advise people, offices and production places to pay attention to safe and economical use of electricity.

Information publicity and transparency on implementing procedures of transitional renewable energy projects

After the Ministry of Industry and Trade issued Decision No. 21/QD-BCT dated 7/1/2023 on regulations on electricity generation price bracket for transitional solar and wind power plants, Power Trading Company (under EVN) issued a document to the Investors requesting the submission of documents for calculation and negotiation of electricity prices. The Ministry of Industry and Trade and Vietnam Electricity has also held conferences with project investors many times to discuss and remove difficulties and problems related to records, orders and procedures for electricity prices negotiation, power purchase and sale contracts, etc. The prescribed processes and procedures have also been publicly and transparently promulgated by EVN and sent to investors.

Adjusting average retail electricity price from May 4, 2023

According to Decision No. 24/2017/QD-TTg dated June 30, 2017, stipulating the mechanism for adjusting the average retail electricity price of the Prime Minister, according to the document No. 304/BCT-DTDL dated April 27, 2023, of the Ministry of Industry and Trade, Vietnam Electricity has issued Decision No. 377/QD-EVN dated April 27, 2023, on adjusting the average retail electricity price, whereby the average retail electricity price is VND 1,920.3732/kWh (excluding value added tax) from May 4, 2023. This adjustment is equivalent to an increase of 3% compared to the current average retail electricity price.
