On April 23, 2016, Vietnam Electricity (EVN) organized the Ground Breaking Ceremony of the Vinh Tan 4 Extension Thermal Power Plant in Vinh Tan Commune, Tuy Phong District, Binh Thuan Province. 

Attending the ceremony were leaders of related Ministries, representatives of Party Leaders, authorities of Binh Thuan Province, EVN, EVNGENCO 3, Doosan Contractor. Vietnam Electricity  is the owner and EVNGENCO 3 invovled in as the project management. The project will be implemented under EPC Contract (Engineering Procurement and Construction) by Consortium of Doosan Heavy Industries (Korea), Mitsubishi Corporation (Japan), Power Engineering Consulting Joint Stock Company 2 and Pacific Group which have known as a qualified consortium in terms of constructing coal-fired thermal power plants.

The plant has one unit with the capacity of 600 MW locating inside Vinh Tan Power Complex in Vinh Tan Commune, Tuy Phong District, Binh Thuan Province, 100km North of Phan Thiet City, 250km South of Ho Chi Minh City, and 15km North of Ninh Thuan Province. This is the largest power complex in the country with a total capacity of 6,200 MW and is expected to generate electricity and distribute it directly to the South Central and other provinces in the South of Vietnam.

 The project will take advantages of existing infrastructure such as premises, port, the national connection system, traffic network ... and especially the shared infrastructure with the under-construction Vinh Tan 4 Thermal Power plant. The project consists of 1 unit with configuration 1 boiler + 01 turbine + 01 generator, using super critical technology and imported coal which has been popularly used in the world. With total investment of about $ 1.104 billion (equivalent to 24 trillion dong), the project is expected to provide about 3.6 billion kWh annually. This project has also been approved by the Prime Minister to put into the master plan 7 and listed as one of urgent investment projects in the period of 2013-2020 under the Document No. 289 / TTg-KTN dated February 27, 2015

 As planned, right after the ground breaking ceremony, the owner and contractor will execute construction and installation works. The plant is expected to be operated after 45 months of construction (estimate in Quarter 4 of 2019). When it goes into operation, it will increase the capacity of electricity supply for social-economic development in the South Central Region and Southern provinces, thereby reducing the dependence of hydro-power plants, especially in the dry season and preventing power transmission from the North to the South leading to power losses reduction, safety increasing, stability and economy for the operation of the power system.

On the occasion of this ceremony, Vietnam Electricity, Power Generation Corporation 3 has sponsored 5.2 billion VND to build 8 new classrooms for Sao Mai kindergarten and the contractor also supported 2 billion VND for the funds of Tuy Phong and Vinh Tan Communes contributing to the improvement of local life and society.
