    On October 23rd 2020, in Ho Chi Minh City, the Power Generation Corporation 3 (EVNGENCO 3) and General Electric Group (GE) organized a ceremony to award a long-term service and material supply contract for Phu My 2.1 Thermal Power Plant and Phu My 4 Thermal Power Plant and signed a Memorandum of Understanding on training and offer of expert services.

    On October 23rd 2020, in Ho Chi Minh City, the Power Generation Corporation 3 (EVNGENCO 3) and General Electric Group (GE) organized a ceremony to award a long-term service and material supply contract for Phu My 2.1 Thermal Power Plant and Phu My 4 Thermal Power Plant and signed a Memorandum of Understanding on training and offer of expert services.

    Participants at the ceremony include Ms. Marie C. Damour - U.S. Consul General in Ho Chi Minh City, Mr. Ngo Son Hai - Deputy General Director of Vietnam Electricity, Mr. Pham Hong Son - General Director of GE Vietnam, Mr. Venkat Kannan - Asia Commercial Director of GE Gas Power (online attendance from Singapore). Representatives of the Power Generation Corporation 3 consist of Mr. Dinh Quoc Lam - Chairman of the Board of Management, Mr. Le Van Danh - General Director of EVNGENCO 3 and leaders of Phu My Thermal Power Company and EPS Company.

    After the negotiation period, EVNGENCO 3 and GE Group officially signed a long-term contract on material supply, rehabilitation services and technical services for major equipment of Phu My 2.1 Thermal Power Plant and Phu My 4 Thermal Power Plant. The contract is valid for 5 years, covering the supply of new materials, rehabilitation materials and other services for 4 GT13E2 gas turbines and DKZZ2-2N33A combined-cycle steam turbines of GE. Since then, EVNGENCO 3 will ensure safe, reliable, and effective operations with efficiency improvement for Phu My Power Plants.

    EVNGENCO 3's Phu My Power Plants have a gross installed capacity of 2,540MW, annually contributing about 16-17 billion kWh, accounting for nearly 50% of the Corporation’s electricity output. At the Ceremony, Mr. Dinh Quoc Lam, Chairman of the Board of Management of EVNGENCO 3 said that “Phu My Power Center is the largest combined-cycle gas turbine power center in Vietnam, we are responsible for guaranteeing the continuous operation. We continue to choose GE, as an equipment provider for existing power plants, to maximize the equipment potential. By signing this contract, we believe that GE can continue to work with EVNGENCO 3 to achieve all business targets as set. In addition, under the current global context affected by the Covid-19 pandemic, we expect the two parties will have positive changes towards increasing the remote working solutions”.

    Phu My 2.1 and Phu My 4 Thermal Power Plants have operated GE’s GT13E2 gas turbine since 1997. These gas turbine lines have been upgraded to MXL2 technology since 2016, increasing the capacity up to approximately 6% (from 440MW to 465MW) and its performance is improved from 51.8% to 53.7%. In July 2020, EVNGENCO 3 and GE have completed the maintenance of Phu My 4 Thermal Power Plant in a safe manner as scheduled despite obstacles caused by the COVID-19 pandemic. Accordingly, EVNGENCO 3 has directly performed this work under the remote assistance of GE’s engineers and experts, saving about half a million USD compared to the normal maintenance, exceeding initial expectations of the Corporation. Mr. Pham Hong Son - General Director of GE Vietnam shared that “We are honored to continue providing EVNGENCO 3 with regionally-proven safety and stability support services for power plants, while also assisting Vietnam in achieving energy targets for the economic growth”.

    Speaking at the Ceremony, Mr. Ngo Son Hai - EVN’s Deputy General Director proposed GE to continue to cooperate closely with EVNGENCO 3 in implementing timely repair, maintenance and technical consultancy support to ensure the safe, reliable and optimal operations for plant units of Phu My 2.1 and Phu My 4 thermal power plants. At the same time, GE will promote the implementation of expert training cooperation with EVNGENCO 3 to early provide repair manpower for coal-fired power plants in Vietnam in order to achieve the highest quality and efficiency, contributing to improve the reliability and availability of plant units in the national grid. We hope that the US Consulate General in Vietnam will facilitate EVNGENCO 3, GE and related partners in accelerating the completion of necessary procedures to be the investor of the Long Son Power Center Project according to regulations.

    Also within the ceremony framework, EVNGENCO 3 and GE signed a Memorandum of Understanding expressing their accompanying commitment to the development of the electricity industry and human resources in Vietnam. According to the MOU, GE will support the human resource training and development to carry out maintenance services for steam turbines and equipment of generators. At the same time, the two parties will cooperate to seek service supply opportunities related to steam turbines and equipment of generators for EVNGENCO 3's plants as well as other power plants in the country.
