On this occasion, participants include Mr. Phan Van Dang - Standing Vice Chairman of the People's Committee of Binh Thuan Province, Mr. Nguyen Huu Thong - Deputy Head of National Assembly Delegation of Binh Thuan Province, Mrs. Bo Thi Xuan Linh - Chairman of the Vietnam Fatherland Front Committee of Binh Thuan Province, other leaders and representatives of departments and divisions and People's Committee of Tuy Phong District.
In respect of Vinh Tan Power Center, participants include Mr. Thien Thanh Son - Director of Vinh Tan Thermal Power Company, Mr. Vu Thanh Hai - Director of Vinh Tan 4 Thermal Power Plant, and Mr. Phan Ngoc Cam Thanh - Deputy General Director of Vinh Tan 1 Thermal Power Plant.
Overview of Vinh Tan Power Center
The delegation has inspected the actual work of environmental protection at Vinh Tan 1, Vinh Tan 2, Vinh Tan 4 Thermal Power Plants, including inspection of coal import ports, coal warehouses, record of wastewater monitoring parameters, emissions from factories; slag yards of Vinh Tan 2, Vinh Tan 4 and Vinh Tan 1. The delegation has also visited and recorded the environmental situation of local people living in Hamlet 7, Vinh Phuc Village, Vinh Tan Commune, next to Vinh Tan Power Center.
At the working program, representatives of units of Vinh Tan Power Center have provided a report for the delegation on the production and business situation and environmental protection, implementation solutions and recommendations to support and ensure the power generation, efforts of units in the implementation of the ash and slag consumption project.
Up to now, 3 plants have focused on the comprehensive investment in environmental protection; additional installation of automatic emission and wastewater monitoring systems and equipment; investment in emission treatment systems, operation maintenance in accordance with current standards of Vietnam; watering for coal warehouses. In addition, the plants have also promoted the consumption and use of ash and slag as raw materials for the production of construction materials and leveling materials. Ash and slag generating from coal-fired power plants of Vinh Tan Power Center have been conformed to standards and regulations corresponding to specifications and regulations for construction materials; signing short-term and long-term contracts on the consumption of ash, slag, and gypsum with partners. The plants have also planted more than 50,000 trees on the premises, contributing to dust protection.
The environmental protection in the production process is always considered as the top task of plants. For many years, plants have fully installed automatic and continuous environmental monitoring systems; these systems operate 24/24h and transmit data directly to the Department of Natural Resources and Environment of Binh Thuan Province. In addition, power plants regularly invite delegations of local people and authorities to monitor the factory, slag and ash areas, cooling water channels, and coal ports, and often receive positive feedback about the great efforts in the protection of a green, clean, beautiful and safe environment.

Mr. Phan Van Dang - Standing Vice Chairman of the People's Committee of Binh Thuan Province and delegation members have assessed the environmental protection and the implementation of recommendations of the delegation during the previous monitoring period. At the same time, the delegates have answered questions related to the opinions on environment protection duties in production, treatment methods of ash and slag consumption at factories in Vinh Tan Power Center and environmental monitoring to cooperate with departments and divisions of Binh Thuan Province, National Assembly Delegation of Binh Thuan Province to discuss and propose positive solutions, jointly solving and recommending opinions to the superiors and the National Assembly for directing, guiding and solving difficulties and problems encountered in the practice of localities and units.

Making the conclusion speech at the meeting, Mr. Le Quang Huy - Chairman of the National Assembly Committee on Science, Technology and Environment has acknowledged the great efforts of plants of Vinh Tan Power Center in power generation, national energy security guarantee in association with investment in environmental protection equipment, promotion of ash and slag consumption and so on, and have achieved certain results. Mr. Le Quang Huy emphasized that in the long term, Vinh Tan Power Center must implement core and comprehensive solutions for environmental protection, ash and slag treatment. Specifically, 3 power plants including Vinh Tan 1, 2, and 4 must continue to apply the ISO14001 Environmental Quality Management System which has been granted the Certificate; continuing to promote the ash and slag consumption, load reduction of storage yards; planting more trees in the areas of thermal power plants. The Province needs to facilitate plant units and enterprises to promote construction procedures of ash and slag processing plants at Vinh Tan Power Center, solving the basic problem of ash and slag. At the same time, it is required to strengthen the cooperation to promote the social security, sharing difficulties with local authorities and people, and supporting the relocation of families to resettlement areas according to the policy of Binh Thuan Province.
The Chairman of the National Assembly Committee on Science, Technology and Environment has also noted the recommendations of the local National Assembly Delegation and units of Vinh Tan Power Center and shall submit them to the National Assembly for consideration and settlement in the next session.
