On 10th March 2016 in Hanoi, Vietnam Electricity (EVN) organized a contract signing ceremony to build Vinh Tan 4 Extension Thermal Power Plant under EPC Contract with the consortium including Doosan Heavy Industries (Korea), Mitsubishi Corporation (Japan), PECC2 and Pacific Corporation. The project is owned by EVN and EVNGENCO 3 involving as a project management consultant. This project is also put into Power Development Master Plan VII and listed as one of the most needed projects in the period of 2013-2020.

The Vinh Tan 4 MRP plant is invested by EVN, EVN 3 (EVNGENCO 3) as the project management unit. The project has also been approved by the Prime Minister in the general plan of power planning 7 and the list of investment projects in the period 2013-2020.

Attending the signing ceremony were the attend of Mr. Hoang Quoc Vuong - Deputy of Minister of Industry and Trade and representatives of relevant Ministries, EVN, EVNGENCO 3, Doosan Contractors and a number of central and local press agencies.

Mr. Vo Minh Thang - Deputy Director of Vinh Tan Thermal Power Management Board – representative of the Owner has signed the EPC contract with representatives of the consortium including Doosan Heavy Industries (Korea), Mitsubishi Corporation (Japan), PECC2 and Pacific Corporation. Parties commit to meet requirements in terms of quality, design, construction and installation of the plant in order to ensure the electricity supply to the National Power System and development of the country.

Speaking at the ceremony, Mr. Hoang Quoc Vuong - Deputy Minister of Ministry of Industry and Trade highly appreciated the working spirit of EVN, EVNGENCO 3, contractors and related departments and requested the continuous efforts in  resources mobilization, promoting more dynamic and creativity to complete the project in accordance with schedule and quality.

Vinh Tan 4 Extension plant has a total investment of $ 1,104 billion (equivalent to VND 24,000 billion), with a capacity of 600 MW including 01 unit with 01 turbine and 01 generator using super critical technology. It is a popular, modern, high-performance, cost-effective and environmentally-friendly technology that complies with Vietnam's standards in regarding to enviroment. The project will utilize available infrastructure such as ground, port, national connection power system, transportation, ... and especially sharing the systems used with the Vinh Tan 4 Thermal Power Project.

 According to the plan, after the EPC contract is signed, the plant shall start construction in the first quarter of 2016 and put into operation 45 months later (expected in 4/2019). It is expected that the plant will supply about 3.6 billion kWh to the South Central and South provinces, thereby reducing the dependence of hydropower plants, especially in the dry season and preventing power transmission from the North to the South leading to power losses reduction, safety increasion, stability and economy for the operation of the power system.
