Buon Kuop Hydropower Company (a company of EVNGENCO3) has just organized a Summary Conference on Natural Disaster Prevention and Search & Rescue Works in 2021 and task implementation in 2022.

Currently, in the Serepok River basin, there are 5 hydroelectric reservoirs including Buon Tua Srah, Buon Kuop, Serepok 3, Serepok 4 and Serepok 4A. In which, Buon Kuop Hydropower Company is managing and operating upstream reservoirs including Buon Tua Srah, Buon Kuop and Serepok 3.

In 2021, based on the report at the Conference, during the dry season, the water discharge of all reservoirs to downstream basically satisfied the regulations of the inter-reservoir operation process. During the rainy season, 3 floods have impacted on the operation of three reservoirs including of Buon Tua Srah, Buon Kuop and Serepok 3; however, the operation is still guaranteed, the water level of these reservoirs does not exceed the prescribed water level.

Buon Kuop Hydropower Company and its units always comply with safety regulations for dams such as reporting on the dam safety status; providing a national disaster response plan; regularly inspecting and maintaining equipment and works for effective operation and regulation of reservoirs to guarantee a reliable operating state of equipment before the flood season; continuously cooperating with the National Centre for Hydro - Meteorological Forecasting to support the operation and regulation of reservoirs; cooperating with localities and implementing the information report mechanism in different forms to promptly exchange and provide information between the companies and the local authorities and agencies at all levels, the Steering Committee for Flood and Storm Prevention, Search and Rescue, and other people implementing agriculture and aquaculture development in the area.

According to the report of Buon Kuop Hydropower Company, the Company has established Zalo groups to exchange and provide information on natural disaster prevention and search & rescue works between the Company and localities. During the operation and regulation of overflow discharge, the Company has issued written notices of the current situation of reservoirs and expected regulation for the following days. Any change of overflow discharge is notified directly on 22 flood warning stations downstream of the reservoirs. In case of floods, the Company monitors reservoir parameters every 15 minutes, since then posting information on the Company's website; broadcasting a bulletin on monitoring and hydrological data with a frequency of 3 hours/time. In general, in 2021, Buon Kuop Hydropower Plant has closely coordinated with localities to provide information on operation, regulation - overflow discharge and early warning in a sufficient and timely manner according to regulations. The Company has also implemented many social security activities such as giving gifts to the poor, supporting disadvantaged people in downstream areas.

In 2021, the Company coordinated with the Steering Committee for Natural Disaster Prevention and Search & Rescue Works at district and commune levels to inspect the flood drainage corridor and recommended that two localities, including Krong No and Cu Jut districts, have plans to relocate people, property and domestic animals in low-lying areas and flood drainage corridors to higher places to ensure safety in the rainy season; instructing people to raise fish in cages on rivers in Krong No District, registering for fish farming and have harvest plans before floods to avoid damage.

Based on the forecast of the hydrological situation in 2022, the Company has implemented the natural disaster prevention and search & rescue works according to the principle of “Active prevention, Timely response, Urgent and Effective remedy”. In order to take the initiative in natural disaster prevention and search & rescue works in the upcoming rainy season, Buon Kuop Hydropower Company and its units have perfected the entire apparatus of the Steering Committee for Natural Disaster Prevention and Search & Rescue and developed a plan with the 4-on-spot motto “On-spot command, On-spot forces, On-spot vehicles and supplies, and On-spot logistics”.

At the Conference, delegates, functional agencies, the Steering Committee for Natural Disaster Prevention and Search & Rescue have discussed and agreed with the contents of the Joint Plan for Natural Disaster Prevention and Search & Rescue of hydropower reservoirs on the Serepok River in 2022. Specifically, this Plan specifies the method of providing information and data, the regime of monitoring and forecasting the flood season, the daily reporting regime; implementation of normal operating modes, flood reduction operations for downstream areas, safe operation of works, operation in abnormal situations and coordination between relevant units when the reservoir is regulating and overflow; regularly inspecting and proposing solutions to stabilize the flood drainage corridor.
