Recently, the delegation of the National Assembly (NA) of Dak Lak province conducted a supervision of the implementation of policies and laws on energy development in the period of 2016-2021 at Buon Kuop hydropower company. The delegation was led by Ms. Le Thi Thanh Xuan, Deputy Head of the delegation in charge of the NA of the province.

Buon Kuop hydropower company is a subsidiary of the Electricity Generation Corporation 3 (EVNGENCO3), which is assigned to manage and operate the Buon Kuop, Buon Tua Srah, and Srepok 3 power plants on the Srepok River, covering the areas of two provinces of Dak Lak and Dak Nong with a total capacity of 586MW and an average annual electricity output of about 2.61 billion kWh.

During the monitoring visit, Mr. Tran Van Khanh, Director of Buon Kup Hydroelectric Company, reported to the delegation that the company has always been attentive to the implementation of policies and laws regarding energy development. In particular, the company has fulfilled its obligations on taxes and fees by submitting them in full and on time, and reporting relevant information as required by competent authorities. From 2016 to 2021, the company contributed an average of over 470 billion VND annually to the local budget, the Vietnam Forest Protection and Development Fund, and was commended by local tax authorities.

The report also noted that in 2021 and 2022, the strong development of solar and wind power plants in the area has had a significant impact on the company's electricity production. Especially during certain periods of the day and on weekends, some units cannot be operated at full capacity in order to prioritize solar and wind power sources.

During the monitoring session, the members of the monitoring delegation raised issues about the competition between hydropower and other renewable energy sources, flood regulation mechanisms, forest planting and management, lake exploitation management, labor usage, and welfare regimes for workers. These questions were addressed to the Hydroelectric Company of Buon Kuop for clarification and explanation. As a result, specific recommendations were made to the company for improvement, proposal, suggestion, and implementation in the coming period.

In her concluding remarks, Ms. Le Thi Thanh Xuan - Deputy Head of the delegation in charge of the National Assembly Delegation of Dak Lak Province highly appreciated the company's activities and contributions to the local socio-economic development. Additionally, the Head of the delegation suggested that the company should enhance cooperation with the local authorities in managing, exploiting, and effectively utilizing the economic benefits of the hydropower reservoir. The company should also comply with the operation procedures of the power plant, reservoirs, flood regulation during the rainy season, and supply water for irrigation during the dry season. Furthermore, the company is required to provide additional information, data, recommendations, and proposals to complete the comprehensive report submitted to the National Assembly as required.
