On 16th and 17th March 2021, leaders of the Vietnam Environment Administration (Ministry of Natural Resources and Environment), Industrial Safety Techniques and Environment Agency (Ministry of Industry and Trade), and Department of Science, Technology and Environment (Ministry of Construction) etc., have participated in the delegation of the National Assembly Committee for Science, Technology and Environment, Session XIV led by Mr. Phan Xuan Dung - Chairman of the National Assembly Committee for Science, Technology and Environment to work and inspect the actual situation at the Vinh Tan Thermal Complex. This is one of the activities of the Committee’s supervision program in 2021.

On 16th and 17th March 2021, leaders of the Vietnam Environment Administration (Ministry of Natural Resources and Environment), Industrial Safety Techniques and Environment Agency (Ministry of Industry and Trade), and Department of Science, Technology and Environment (Ministry of Construction) etc., have participated in the delegation of the National Assembly Committee for Science, Technology and Environment, Session XIV led by Mr. Phan Xuan Dung - Chairman of the National Assembly Committee for Science, Technology and Environment to work and inspect the actual situation at the Vinh Tan Thermal Complex. This is one of the activities of the Committee’s supervision program in 2021.

Other participants of the Delegation also include representatives of the National Assembly’s delegations of Binh Thuan Province and Ninh Thuan Province; leaders of the People's Committee of Binh Thuan Province, representative leaders of the Provincial Public Security, departments and agencies, People's Committee of Tuy Phong District, Binh Thuan Province. Regarding to the Vietnam Electricity Group (EVN), participants are Mr. Pham Hong Phuong - Deputy General Director and representatives of EVN’s boards, leaders of Power Generation Corporation 3, and other leader of departments and agencies of Vinh Tan Power Complex.

The Delegation has surveyed the environmental protection at Vinh Tan 1, Vinh Tan 2, and Vinh Tan 4 thermal power plants: inspecting general cooling water channels, coal warehouses, recording monitoring parameters of wastewater and gas emissions of plants; slag yards of Vinh Tan 2, Tinh Tan 4 and Vinh Tan 1 etc., the Delegation has also listened to reports on the current power production situation of plants in the years of 2019 and 2020.

After listening to reports on the current power production situation of plants under the Vinh Tan Power Complex and inspecting the on-site status, Mr. Phan Xuan Dung - Chairman of the National Assembly Committee for Science, Technology and Environment has praised the construction of landscape and environmental protection and management of the Vinh Tan Power Complex. Currently, the environment around the plant is green, clean and beautiful without dust dispersion. Based on reports of the working schedule, most of the conclusions of the Delegation on previous work visits have been seriously implemented by plants such as issuing the license of water-surface use, license of wastewater discharge, anti-dust spraying at coal warehouses, expanding new roofs at coal warehouses and so on. Generally, wastewater areas and cooling water channels are very clear and clean, corals live right at the embankments of coal ports of Vinh Tan 2 Thermal Power Plant.

In addition, the ash and slag consumption of Vinh Tan Thermal Power Center has still suffered from some problems. Mr. Phan Xuan Dung emphasized that it is necessary to clarify the major cause, deal with problems, and solve the problem of ash consumption at Vinh Tan Thermal Power Center in the paradox context that some plants in other localities, their ash and slag are completely consumed, even sold to other companies at an agreed price.

He also requested that on the basis of operational efficiency parameters corresponding to the coal-burning technology of thermal power plants under the Vinh Tan Power Complex, the Supervision Delegation should summarize and conclude to advise the Government in selecting technology, investors, investment method, operation method, coal receiving/transport technology etc., to guarantee the highest investment efficiency.

At the working schedule, Mr. Pham Hong Phuong - Deputy General Director of Vietnam Electricity and other representatives of departments and agencies of the Vinh Tan Power Complex reported to the Delegation on the current business and production situation, environmental protection, solutions and recommendations to guarantee the power production. Representatives of the Ministry of Natural Resources and Environment, Ministry of Industry and Trade, Ministry of Construction and other leaders of Binh Thuan Province and members of the Delegation have reviewed the environmental protection duties, the implementation recommendations of the Delegation in previous supervision visits. At the same time, members of the Delegation have responded questions related to opinions in terms of environmental protection in the production, solutions for slag and ash consumption in plants of Vinh Tan Power Complex, and environmental monitoring etc., so that departments of Binh Thuan Province, Delegation of Binh Thuan Province may discuss with each other and propose positive solutions to solve as well as propose the National Assembly to consider difficulties and problems that thay have encountered in the actual situation of localities and units.

Summarizing the working schedule, Mr. Tran Van Minh, Deputy Chairman of the National Assembly Committee for Science, Technology and Environment assessed that plants directly under the Vinh Tan Power Complex have completed environmental protection procedures in accordance with the applicable laws, and implemented successfully the communication as well as revealed all monitoring parameters of exhaust emission and cooling water on the electronic board in front of the plant for supervision and monitoring by surrounding people. Plants under the Vinh Tan Power Complex in particular and Vietnam Electricity in general have invested in many equipment, effectively implemented many solutions to protect the environment, strengthened the consumption of ash and slag as well as achieved many positive results. In 2020, the ash and slag consumption quantity reached 83.46%, much higher than in 2019, and at the same time measures are carried out to temporarily store and manage hazardous waste.

Mr. Tran Van Minh also requested the Group and plants to complete the thematic report and propose recommendations for the mechanism to improve the ash and slag consumption generated from coal-fired plants. All plants under the Vinh Tan Power Complex need to maintain environmental protection, continue to promote and plant green trees in their campus areas and other surrounding areas.
