As a subsidiary of Power Generation Corporation 3 (Vietnam Electricity Group - EVN), officially put into commercial operation since 2015, Mong Duong Thermal Power Company is evaluated as having modern, advanced and environmentally friendly coal-fired thermal power technology.

Modern and environmentally friendly technology

The Mong Duong 1 Thermal Power Plant is the first and only power plant of EVN to date using the circulating fluidized bed (CFB) boiler technology. The outstanding feature of this technology is its environmental friendliness.

According to Assoc. Prof. Dr. Truong Duy Nghia, Chairman of the Vietnam Thermal Science and Technology Association, the advantage of the circulating fluidized bed (CFB) boiler technology is that it can burn low-grade coal (low heat value, high sulphur content), and the fuel quality can vary widely. The fuel in the boiler is circulated until it is completely burned, thereby reducing the emission of NOx and SOx gases during the combustion process.
To ensure emissions standards, the power plant has used limestone combustion technology in combination with a static electric precipitator (ESP) dust filtration system. This is a modern and high-efficiency treatment technology that meets environmental requirements. The systems always ensure safe and continuous operation throughout the power plant's operation process. In addition, the power plant has invested in a separate industrial and domestic wastewater treatment system to ensure the quality of the discharged water meets current environmental standards.

The company has also invested nearly VND 10 billion in improving equipment and technology to put the ESP system into operation immediately when starting up; completing the conversion of using mixed-burn fuels in the boiler from FO oil to DO oil, completely solving the problem of dark smoke during startup and operation, and helping the unit to quickly restore operation in case of problems because of the eliminated fuel nozzle blockage phenomenon.

Leaders of Mong Duong Thermal Power Company said that the company has invested in a slag and ash transportation system to the storage yard through a pumping and pipeline system using the wet slag disposal method to ensure that dust is not released into the environment. The slag storage yard is designed with embankments surrounding it, and the bottom and body of the dam are lined with HDPE sheeting to prevent water from leaking from the slag yard into the environment. In addition, at the slag yard, the settled water will be pumped back to the power plant, circulated, and not discharged into the environment.

In the past, handling and disposing of the slag generated during power generation was always a difficult problem for the company, as the amount of waste was large. However, from early 2020 to now, the company has basically solved this problem, with a 100% consumption rate of the generated waste. For fly ash, the company has signed contracts with some units to use it as raw materials for construction materials, filling, etc., and the bottom ash is being transported for landfilling at some projects and works in Cam Pha city and neighbouring provinces.

Every year, Mong Duong Thermal Power Company collaborates with the Institute of Science and Technology for Construction - Ministry of Construction to take samples of the ash from the plant, analyse quality indicators, evaluate and issue certification of ash conformity according to current standards such as: TCVN 12249:2018 for ash as landfill material from coal-fired thermal power plants; TCVN 6882:2016 for ash as an additive for cement; QCVN 16:2019/BXD for fly ash used for type FXM cement; TCVN 12660:2019 for ash as a base material for road construction. As a result, the ash product from the plant meets the consumption requirements on the market in Quang Ninh province and other provinces.

To ensure the safe operation of the plant and increase the reserve capacity of the ash storage area, Mong Duong Thermal Power Company has signed a contract with Thai Minh Transport and Construction Service Trading Company Limited to transport approximately 1 million m3 of ash from the storage area for consumption. Upon completion of the above contract, it will help increase storage capacity for reserves in case ash transportation for consumption is not possible.

Publicising information about environmental protection

The production and business activities of generating electricity always come with the responsibility of environmental protection since the day the power plant was handed over for commercial operation. The Mong Duong Thermal Power Company actively seeks and collaborates with partners for the treatment and consumption of fly ash, ensuring that the plant's surroundings remain clean and beautiful. Moreover, the company has intensified efforts to plant greenery, ensuring high green coverage and perfecting a clean, beautiful green landscape system, with the aim of achieving increasingly environmentally-friendly production.

Thanks to the comprehensive and effective solutions implemented at the power plant, environmental protection work has always been ensured. The environmental indicators, including emissions, wastewater, cooling water, and the environment surrounding the Mong Duong 1 Thermal Power Plant, are all within the permissible limits. The online environmental monitoring and communication system of the plant is connected to the Quang Ninh Department of Natural Resources and Environment and also runs in parallel with the Power Generation Corporation 3 to strengthen control and contribute to improving the effectiveness of environmental protection.

The environmental monitoring data at Mong Duong Thermal Power Company are publicly available

The environmental monitoring parameters at Mong Duong Thermal Power Company are also publicly displayed on an electronic board located at the entrance gate of the plant, making it easy for local residents to track and supervise the quality of the plant's environmental parameters such as cooling water temperature, emissions concentration, wastewater, etc.

The company has obtained all necessary certifications and standards for using ash and slag as construction materials, landfill materials, road paving materials, concrete additives, cement, which provide a basis for promoting stable, long-term consumption of ash and slag, contributing to ensuring a good living environment and towards sustainable green development.

In the future, to maximize the achieved results, Mong Duong Thermal Power Company will continue to control plant operations to ensure safety and stability, tightly control the quality of input coal to ensure stable output ash and slag quality that meets current standards for supply to the market. At the same time, the company always complies with legal regulations and requirements from relevant authorities, regularly implementing complete safety and environmental protection measures during the production process, and using specialized transportation means to prevent dust emissions, contributing to protecting the environment.
